UAE Climate Law: A Practical Readiness Checklist for SMEs

Federal Decree-Law No. 11 of 2024 concerns the reduction of climate change effects. Use the official UAE Legislation portal to check the law and current implementing decisions. Do not assume that a headline, an old presentation or a generic checklist establishes your organisation's reporting deadline or exact obligations. Confirm applicability with the competent authority and qualified advisers.

Name an accountable owner

Create a working group proportionate to the business, with a clear owner and input from finance, operations and facilities. List the legal entities, locations and activities covered by your review. Record unresolved questions and assign somebody to resolve each one. This is a management readiness exercise; it does not replace legal interpretation or technical assurance.

Make an evidence inventory

Locate electricity bills, fuel records, fleet information, refrigeration or process data where relevant, and existing supplier records. Note the period, units, source and person responsible for each dataset. Keep original evidence alongside working calculations. Where information is missing, record the gap and the collection plan instead of disguising an estimate as a measured figure.

Agree a repeatable collection process

Use a consistent reporting period and a simple responsibility matrix. Document how information enters the file, who checks it and who approves changes. Keep assumptions and conversion methods visible. If a specialist calculation method or verification is needed, agree that scope separately and retain its supporting evidence.

Connect readiness to operating decisions

Review where better activity data could inform energy use, purchasing, maintenance or waste reduction. Prioritise actions with clear ownership and a defensible business case. Avoid public claims such as carbon neutral or fully compliant unless the claim has an appropriate basis and review. Progress is easier to explain when it is tied to a documented baseline.

Prepare the questions for your adviser

Bring your entity list, activity map, data inventory and open questions to the review. Ask which requirements apply, which authority or system is relevant, what evidence is expected and how changes will be monitored.
